As a Senior Project Manager - Design-Build, you will play a critical leadership role in developing and delivering complex water infrastructure projects from concept through completion. This position is responsible for guiding projects during preconstruction, procurement, execution, and closeout while helping customers, engineers, subcontractors, and internal teams create successful project outcomes.

Unlike a traditional project management role, this position becomes involved early in the project lifecycle, helping define project strategy, evaluate risks, develop scopes of work, align stakeholders, and create executable project plans before construction begins.

Essential Responsibilities

Project Leadership

• Lead assigned projects from pursuit, preconstruction, and planning through construction, commissioning, and final closeout.
• Establish and maintain project objectives related to safety, quality, schedule, profitability, customer satisfaction, and team performance.
• Serve as the primary project leader responsible for ensuring successful project execution and financial performance.
• Develop project strategies that position Maguire, project partners, and customers for success.

Design-Build & CMAR Leadership

• Support and lead Design-Build, CMAR, and negotiated delivery opportunities.
• Participate in pursuit strategy, customer planning sessions, project development meetings, and delivery planning efforts.
• Facilitate constructability reviews, value engineering discussions, scope development, risk assessments, and project phasing exercises.
• Collaborate with engineering partners to improve project outcomes through early contractor involvement.
• Help customers identify opportunities to reduce risk, improve constructability, and maximize budget efficiency.

Preconstruction Leadership

• Guide project development activities before construction begins.
• Support budget development, cost validation, estimate reviews, subcontractor engagement, and procurement planning.
• Assist in identifying schedule risks, permitting requirements, utility coordination needs, and long-lead procurement items.
• Develop project execution strategies and staffing plans.

Civil Construction Management

• Provide leadership for civil construction scopes including:
  • Foundations
  • Concrete structures
  • Excavation and earthwork
  • Site development
  • Underground piping
  • Water distribution improvements
  • Utility coordination
  • Valve installations
  • Environmental and permitting requirements
• Coordinate activities between subcontractors, suppliers, field crews, engineering firms, and project stakeholders.

Financial Management

• Manage project budgets, forecasting, cost reporting, cash flow, and profitability.
• Review pay applications, subcontractor invoices, change orders, and procurement commitments.
• Identify financial risks and implement mitigation strategies.
• Maintain accountability for overall project financial performance.

Relationship Management

• Develop and maintain strong, long-term relationships with:
  • Municipal customers
  • Engineering firms
  • Subcontractors
  • Suppliers
  • Industry partners
  • Internal project teams
• Serve as a trusted advisor throughout project development and execution.
• Represent Maguire professionally during customer meetings, project reviews, industry events, and project planning discussions.

Continuous Improvement & Leadership

• Mentor and support Project Managers, Project Engineers, Coordinators, and Operations personnel.
• Contribute to the continued development of Maguire's Project Management System (MPMS).
• Identify opportunities to improve project delivery processes, subcontractor management, documentation standards, and customer experience.
• Support strategic initiatives that strengthen Maguire's Design-Build and collaborative delivery capabilities.

Qualifications

Required

• Bachelor's Degree in Construction Management, Civil Engineering, Engineering Technology, Business, or a related field, or equivalent industry experience.
• 7-10+ years of progressively responsible project management experience in civil construction, heavy construction, water infrastructure, industrial construction, utility construction, or related industries.
• Experience managing multiple complex construction projects simultaneously.
• Experience with subcontractor management, contract administration, scheduling, budgeting, and project controls.
• Ability to read and interpret engineering drawings, specifications, contracts, and construction documents.
• Strong leadership, communication, negotiation, and relationship-building skills.
• Ability to travel as needed throughout Maguire's service territory.

Preferred

• Experience with Design-Build, CMAR, Progressive Design-Build, or negotiated project delivery.
• Experience working with municipal clients and engineering consultants.
• Water infrastructure, water storage, utility, or industrial construction experience.
• Understanding of constructability review, value engineering, risk management, and collaborative project delivery.
• PMP, CCM, DBIA, or professional engineering certifications are a plus.

Work Environment:

• Majority of the time is spent in an office environment.
• Frequently required to sit, squat, talk, and hear. 
• Constantly required to use hands and fingers to feel, handle or operate objects, tools or controls; and reach with hands and arms. 
• Adhere to Maguire’s PPE Policy and Safety Programs.
• Occasionally lift and/or move up to 20 pounds.
• Specific vision abilities. Requires close, distance, peripheral, and color vision, and the ability to adjust focus.
• Able to work at a sustained pace and produce quality work.
• Ability to travel up to 30% of the time.
